Is there a way to turn off the horizontal and vertical scroll bars when the text of your file doesn't go past the window edges? They are always there for me.

So it's not possible to even hide just the horizontal bar at the bottom when you are using text wrap?

Yes, both scroll bars are always visible even if complete text in active file fits into the document content display area.
