I did see the Hotfix page info for 31.1.0.36. However, I have come to be skeptical of the completeness of the list of changes admitted to. I conclude, with no evidence to support it, that many other minor and inconsequential issues not worth mentioning were resolved.

The download "Thank you" page still downloads 31.1.0.32, even though the SHA256 hash shown is not that for 31.1.0.32.

The version 2024.1.0.36 (31.1.0.36) was released today. I can, of course, download and install it, to determine if the issue with (the missing file in Win7) api-ms-win-shcore-scaling-l1-1-1.dll has been resolved. But, I ask here if there is any additional "inside" info on this issue?

All the ones I found ((at sites like DLLHell, DLLs-R-Us, etc, etc.) are 2.5K. Why is this one so large?

The version 2024.1.0.32 (31.1.0.32) requires api-ms-win-shcore-scaling-l1-1-1.dll, which does not come with Windows 7. I will email support and ask if 2024.1 (31.1) is no longer supported on Win7, or if the file was simply missing, and if missing, where would that file go once I fetch it.

I can't really test this, but in the Configuration, File Handling, Session Options, there is "Reload FTP files when reloading a project". Perhaps your target FTP site can have an innocuous text file that has been added to the file list of the project. I cannot test whether or not this then makes UE'...
