Yes, in hex edit mode undo is not possible. Editing in hex edit mode is working like in text edit mode without temp file. I often must work in hex edit mode and after every important modification I save the file before I continue. This gives me the possibility to undo changes with File - Revert to Saved when I make a mistake and detect the mistake immediately (for example macro was not correct, replace all made to many changes, etc.).
