I just downloaded the lastest version of UE and cannot change the theme or set the colors. There is just no such option under the View. Does anyone know how to fix it? Or it is just the new version bug?

First, I suggest to use Advanced - Backup/Restore User Customizations and create a backup of the current configuration with all configuration files included in the backup. It is always better to have a backup before making big changes on the configuration.
Open View - Layouts - Manage Layouts. If that submenu / menu item does not exist, open View - Environments.
In the opened dialog you see the standard layouts (formerly known as environments). You are using most likely a custom layout / environment which are never updated by UltraEdit after an upgrade. Only the standard layouts are updated which are in English UltraEdit Balanced, Clean, Lean, Multi-Window and the default one (Advanced) not listed as separate layout.
There is a button Reset selected layout which is enabled only for the standard layouts. This button can be used to recreate (reset) the menus, toolbars, workspace and templates of the standard layouts.
Further, there are the buttons Manage toolbars and Manage menus at Advanced - Configuration - Toolbars / Menus - Management. With the dialog opened by those buttons it is possible to reset only the toolbars or only the menus (main menu and popup menus) of a layout. Here it is also possible to reset the toolbars / menus of a custom layout.
The usage of a custom layout requires after an upgrade a manual customization of toolbars / menus by adding the new commands and deleting (in rare cases) the not anymore available commands.
